This discussion is more political than medical in nature. Partisans can come down on either side of the argument. Ultimately, however, the level of US disability services or subsidized health care will depend upon public willingness to see the Medicare system financed with Federal deficits and bonds bought by other countries -- and the willingness of those countries to buy the bonds. At least as far as I've been able to observe in 40 years of paying fairly close attention to public policy issues, Presidents really have very little influence on questions like yours.

In case you haven't been watching the news lately, Obamacare may be overturned by the U.S. Supreme Court. Twenty-six states have challenged it as unconstitutional. So the question may be a moot point.
I guess we get what we get then. poof!
