Wow - that is crazy -- a heart surgeon could call in a script for a topical aid!!! Sorry you have to jump thru another hoop, be verrrrrry careful about having ANY dental work done until his pain relief is underway --- many, many, many here have had uncessessary dental work thinking it would help --- only makes worse.
