I wish I could help. I am not sure why this happens, but it happens to me too. I've wondered if it is allergy related, or if it is related to my Atypical TN.
This is an issue that I would definitely discuss with your doctor, especially if it is happening all day long. Mine only does this is the morning, and it does happen to be on my right side, the side of onset of symptoms back in 2003.

Sally my eye water’s alot it is very fustrating, I know I have allergy’s Hay fever mine water for aboute three day’s straight. when they do water I have a headach also It sure make’s my face pain horrible. do you think you can have allergy’s some time’s it feels as if my headach can set this off also . I have not found any thing to relieve the watering other then time tried differnt allergy med’s with no relief. Hope your doing better Prayer’s Sent Shirely
ANYONE WITH A RUNNY NOSE OR WATERY EYES AND HEADACHES NEEDS TO GO TO THE ER TO MAKE SURE THEY DON'T HAVE A CEREBRAL SPINAL FLUID LEAK.
The leak can come out of the nose or eyes. Going to the doctor's office is a waste of time because they don't have the ability to perform the proper tests to confirm a CFS Leak.
Please don't delay any longer and get to the ER.

Even though you don't have a headache, I would recommend asking your doctor to check for Spinal Fluid Leak. Since we all know here that symptoms of a condition can present in different ways in different patients. I won't stop worrying about you until your doctor says that you don't have a leak. I'll be sending you lots of prayers to you and your doctors for wisdom in getting you help and relief.
