I have not read the bill in its entirety, but one of the Congressmen who introduced it (Reid, R-WI), touts it as a means to expedite research & discovery of novel treatments for rare diseases. If you feel strongly about the bill one way or the other, you may want to consider expressing your opinion to members of the Energy & Commerce Committee and/or your local US Congress & Senate reps. (I do not know why its being introduced to the E&C Committee vs another one).
